This guide sets out the six standards that social housing landlords in England must meet from April 2010. It also explains how the TSA's regulatory framework puts tenants at the heart of decision making through what they call ‘co-regulation’. It also sets out how tenants can go about making a complaint about their landlord.

The Tenant Services Authority’s regulatory framework represents a dramatic shift in the way social housing providers are regulated. For the first time, all providers will need to meet the same national standards.

These national standards will be supplemented by local offers, agreed between landlords and their tenants on the issues that matter most on a local level. This toolkit is designed to help you get your local offers right

This document gives a summary of the responses the TSA received to their discussion paper Building a New Regulatory Framework, published in June 2009, and other National Conversation events.

It brings out the range of opinions on the regulatory approach they have proposed and the issues and concerns expressed around it. It is intended to provide them with a base from which to move into their statutory consultation.
